Job Description:
JOB SUMMARY:Chief Executive Officer works with the Board of
Directors to ensure the successful and productive running of the
clinic and ancillary services. The position is responsible for
leading the practice in strategic planning, clinical operations,
staff/leadership development, and financial oversight/reporting.
The position reports directly to the Board of Directors and leads
the practice's senior management team.ESSENTIAL SKILLS AND

RESPONSIBILITIES:Business Planning
- Participates with the President, Board of Directors, and other
senior management team members to develop and implement the
practice's strategic plan.
- Develops a business plan for the practice in conjunction with
the President. Makes recommendations for implementation, as well as
timelines to be included.
- Monitors the regulatory, social, and economic changes in health
care and presents recommendations to the Board of Directors based
on an analysis of such information.
- Provides timely and accurate analysis of budgets, reports, and
trends to assist the Board of Directors and senior leadership in
performing their responsibilities.
- Identifies new opportunities for business growth and
development to improve performance.
- Provides strategic financial input and leadership on
decision-making issues affecting the organization, i.e., evaluating
potential alliances acquisitions and mergers, payer strategies, and
other partnering opportunities.
- Effectively manages legal matters. Minimizes legal liability
for business operations, human resources, and financial/contractual
areas by adequately negotiating leases, contracts, and maintaining
other appropriate documentation.
- Serves as spokesperson for Practice and is the primary
interface with business consultants (legal, accounting, management
consultants).Financial Operations
- Works with the Board of Directors to prepare an annual budget.
The budget process is initiated at the outset of the fourth fiscal
quarter, with completion in the month before the next fiscal
year.
- Analyzes and reports on the practice budget, providing
financial performance vs. budgeted expectations to the Board of
Directors.
- Reviews and analyzes monthly financial statements of the
practice and related entities. Works with CPA firm to prepare an
executive summary, along with the financial statement package, for
presentation to the Board of Directors.
- Analyzes the cost/benefit ratio and feasibility of unique
situations or opportunities for the practice.Personnel
Management
- Responsible for the overall leadership and direction of the
practice, overseeing senior-level managers' work, including Finance
& Accounting, Clinic Operations, Human Resources, Marketing, and
Compliance.
- Assures compliance with state and federal regulations such as
OSHA, HIPAA, Affirmative Action, and other human resource
issues.
- Resolves escalated patient complaints and complex staffing
challenges or issues.
- Conducts periodic reviews of management personnel who report to
the position.
- Develops an appropriate management infrastructure to improve
communication and efficiency.
- Organizes regular meetings of the management team and office
staff.
- Develops protocols and continuing education of staff.Practice
Operations
- Supervises operations of the clinic, optical dispensary, and
surgery centers, including financial planning, provider relations,
and implementation of the strategic plan.
- Maintains a working knowledge of ophthalmology ICD-10, CPT
coding, Medicare, and other third-party policies and
procedures.
- Maintains a strong focus on improving operational efficiency
and improving the profitability of the organization.
- Maintains an organization and communication system with the
specific objectives of enhanced operating efficiency.
- Provides practice leadership to government programs such as
Meaningful Use, PQRS, and the Merit-Based Payment System (MIPS) to
ensure the practice is compliant with all regulations.
- Manages and coordinates physician recruitment activities,
including negotiating contract terms for new doctors.
- Develops office protocols that assist with optimized clinical
flow and efficiency.
- Ensures team has adequate training to provide outstanding care
to patients.
- Demonstrates sophisticated knowledge of the eye care
business.
- Oversees all insurance coverage, including malpractice, office
contents and liability, life, disability, and business overhead
(for the physicians), as well as any other practice related
policies.
- Works on developing an in-depth knowledge of the area
marketplace. This experience will include attendance at relevant
industry conferences.
- Develops and maintains quality assurance guidelines to ensure
compliance with Medicare and third-party payers.
- Minimum of 10 years of medical management experience in a
senior leadership role.
- Bachelor's degree in health, business administration, or a
related field.
- Master's degree in medical administration, business
administration, or related field preferred.
- Knowledge of business and management principles involved in
strategic planning, resource allocation, human resources modeling,
leadership technique, and coordination of people and
resources.
- Extensive managerial experience, including proven success in
building and leading a high-performing, multi-disciplinary team.
Ophthalmology experience is a plus.
- Working knowledge of standard accounting and finance principles
and experience in developing and managing an operating and capital
budget.
- Working knowledge of computer hardware and software. Experience
with a fully integrated medical office software package, including
electronic medical records, is necessary.
- Experience in negotiating general business and managed care
contracts.
- Working knowledge of all relevant aspects of health care
legislation, including but not limited to the Affordable Care Act
and MIPS compliance/reporting.
- An equivalent combination of education, experience, and
training to provide the knowledge, skills, and abilities required
for the successful performance of the job's essential
responsibilities.
